Mary-Ellen (Mel) Miller

Dr Mary-Ellen (Mel) Miller is Director and Company Secretary of Siggins Miller.

Over the last 12 years she has led strong multi-disciplinary teams in national and state reviews and evaluations of human services and service systems and in the development of major organisations, national policy frameworks and strategies. She has postgraduate qualifications in clinical and organisational psychology, and holds an Adjunct Professorial position at Griffith University in the Health Group and an Adjunct Senior Lectureship in the Medical School of the University of Queensland. She is a Fellow of the College of Health Service Executives, a registered psychologist, a member of the Australian Psychological Society, a member of the College of Organisational Psychologists, a member of the special interest group of the APS on coaching, has completed the Australian Institute for Company Directors' “The Not for Profit Board" course and is a member of the Australasian Evaluation Society.

Mary-Ellen (Mel) has an active practice in executive coaching in the human service sector in the public and private sectors coaching senior executives at State, national and international levels and has completed a graduate certificate of Applied Coaching and is a certified master coach and member of the International Coaching Council.

All her senior executive roles in the public sector involved her in system level change management, with emphasis on building collaborative cultures across all levels of the human services system and between private, public and non-government providers and the communities they serve. As a CEO of regional health services and as an Executive Director of the Queensland Health Department she established integrated primary health and hospital services, firmly based on consumer and provider participation and consultation, and acknowledged by both CHASP and the AHA. Her work in the design and development of community consultation in rural Queensland was acknowledged in Australia's Health Goals and Targets as “impressive efforts to expand the health literacy of the community and to work with the community to develop more effective health services and health promotion initiatives”.

In all these tasks, Dr Miller has used her exceptional skill and sensitivity as the designer and facilitator of national, regional, and local consultations and workshops of stakeholders, including funders, professional bodies and unions, providers, consumers, and the full range of cultural and geographical subsets of the Australian community.

Mary-Ellen (Mel) has researched and written national policies and strategies in the Drug and Alcohol, mental health and early years areas. She has led major national and international evaluations of capacity building in the health systems, in aged care and in hospital system reviews such as avoidable hospital admissions. Her doctoral work focussed on the importance of building partnerships between consumers and their health care providers and the impact of that partnership on quality, safety and efficiency and productivity.

She has worked extensively with urban and rural and remote Aboriginal and Torres Strait Islander Communities and their peak bodies in planning, investment strategies, mediation and conflict resolution and strategy development.

As CEO of the Royal Australasian College of Physicians she has led major change at governance and operational levels and the roll out of a new educational paradigm and program.

Her consulting advice combines a strong evidentiary basis in the disciplines of social and systems psychology, and practical knowledge of how the real world works. She has extensive experience in change management, program evaluation, organisational review, and project management of national consultancies. She has strong project and financial management skills.
